Nach seinem Studium der Chemie an der Tufts University bei Boston (1912), am Massachusetts College (1915) und an der University of Pittsburgh (Ph.D., 1920) war Bogue außerplanmäßiger Professor am Montana State College (1915-1917), stellvertretender Leiter des Mellon Institute of Industrial Research (1917-1922) und außerordentlicher Professor am Lafayette College in Easton (1922-1924). Im Jahr 1924 übernahm die Tätigkeit als erster Direktor der „Portland Cement Association (PCA) Fellowship at the National Bureau of Standards“.<br /><br />
Für die Zementchemie von herausragender Bedeutung war 1929 seine Veröffentlichung „Calculation of the Compounds in Portland Cement“, erschienen in der Zeitschrift „Industrial and Engineering Chemistry 1 (1929) Nr. 4, S. 192-197“. <br />

Nach diesen Vorgaben wird heute im Allgemeinen die [[Klinkerphasen|Phasenzusammensetzung]] des [[Zementklinker|Zementklinkers]] aus den Werten der chemischen Analyse errechnet. Bei einem Klinker mit üblicher Zusammensetzung wird der Fe<sub>2</sub>O<sub>3</sub>-Gehalt auf [[Calciumaluminatferrit]] mit der Formel C<sub>4</sub>AF umgerechnet. Der nicht im C<sub>4</sub>AF gebundene Anteil an [[Aluminiumoxid|Al<sub>2</sub>O<sub>3</sub>]] liegt nach der Rechnung als C<sub>3</sub>A vor. Der gesamte [[Siliciumdioxid|SiO<sub>2</sub>]]-Gehalt wird dann zunächst auf C<sub>2</sub>S umgerechnet. Aus dem restlichen [[Calciumoxid|CaO]], das nicht im C<sub>4</sub>AF, C<sub>3</sub>A und C<sub>2</sub>S gebunden ist, und einem entsprechenden Anteil des C<sub>2</sub>S wird dann der C<sub>3</sub>S-Gehalt errechnet.<br />
